As part of our governance and quality assurance, we monitor and actively engage with providers delivering care into our properties.

Civitas Quality Assurance Board

Established by Civitas to provide clinical and quality oversight of the health and social care provision within our properties. This includes regulatory oversight undertaken by government organisations such as the Care Quality Commission. 

Quality Assurance Board responsibilities include:

  • Review monthly quality metrics and reporting
  • Building long-term relationships with care providers
  • Report to Civitas Board on quality risk management activities across the portfolio
  • Monitor potential risks including regulatory and policy changes
  • Produce Annual Quality Strategy and Governance report

Mark Jackson
Chairman
Mark brings substantial healthcare experience, including chairman and non-executive director roles working with numerous care providers and healthcare investors. He has been Chairman of the Clinical Assurance Board at Octopus Real Estate since 2015 and is a qualified GP. Mark has extensive healthcare experience, particularly in the areas of elderly care, supported living and specialist residential care. He is also currently Chairman of Medigold Health, one of the largest providers of Occupational Health Services in the UK, Frontier Medical Group, and Limbs and Things, both manufacturers and distributors of medical equipment, and BN care, a provider of elderly and end-of-life care services.
In the past, Mark worked as a full time GP for 12 years specialising in Obstetrics and Paediatrics and also spent time in academic research, having obtained a PhD in Epidemiology from Oxford University.
Carol Haynes
Quality Director
Carol joined Civitas in 2023 after 10 years as an independent clinical compliance consultant, working with care providers across the various care settings and patient groups to review and enhance quality and regulatory performance. Prior to that she worked for care providers in senior quality and operational roles for 15 years. Carol is a qualified Learning Disability Nurse (RNLD), holds a BTEC Diploma in Care, and has a number of relevant training certificates including Managing Safely from the Institute of Occupational Safety and Health and Clinical Supervision from the Anglia Polytechnic University.
Sheila Hendy
Clinical Consultant
Sheila has extensive experience working in senior clinical governance roles for over 20 years, including within the NHS, BUPA Hospitals and BMI Healthcare, and holds an MSc in Clinical Risk Management. Most recently, Sheila was Clinical Assurance Director at Octopus Real Estate between 2015 and 2022. Sheila has been a Registered General Nurse for 42 years. During her career, Sheila has been responsible for providing corporate and local governance and risk management expertise, including recruitment, staff performance and resource management, negotiation of contracts and third-party service-level agreements with partner hospitals and external companies for implementation and integration of hard and soft services. Sheila has served as the nominated person with the CQC responsible for registering services, submitting notifications and other updates in line with statutory requirements and coaching new Registered Managers in preparation for “Fit Person” interviews.
